I seem to have the strangest habit of answering my own questions

I found out how, just in the rmacfg.exe I select all the tests in the right hand pane. Is there a way I can push it all out from the RMA manager though rather than doing it for each individual client?

Sure. You may select set of agents and click "Agent configuration" button or use menu Agent -> Agent configuration.
