I need some advise.
I'm using 2 different HMLs (HostMonitorList-Files)
1st tests 500 different machines, each machine 1 test. I would like to do this as fast as possible. I use 128 Test / second
2nd tests 1 machine (a Cisco switch) with 240 tests (SNMP-requests). Fireing 128 tests / second will collaps the Cisco. I would like to do 5 test / second.

How can I manage?
From my pov the "Don't start more than ...." parameter is a "global" setting, not HML specific ?

You can copy hostmon.ini file into (for example) cisco.ini file. Start 2 instances of HostMonitor using different ini files, e.g.
1) hostmon.exe /Ini=hostmon.ini
2) hostmon.exe /Ini=cosco.ini
After this you will be able to use 2 different HML files with different options at the same time.
