The web service is installed on the same machine as the main program. I just did a re-install of just the web service and now it works. My guess is I didn't close it during the install and it didn't update it.

That was it! The port number was different on the Options RCI in Host Monitor than the port listed in the Web Service. Strange... I didn't change anything but the port numbers were different. I didn't think I would have to change something that could change itself. Is there any tool in Host Monitor ...

Defiantly not the port. I have been changing the ports as the first thing to try. I did however run a port scan and I saw nothing using the ports I tried.
