RMA service install on Win 2008 Server, Access Is Denied err

When I try to install RMA v3.68 on a new Windows 2008 Server as a service I get this error:

Error: Cannot open Service Control Manager
Access is denied.

I am logged on to the server using a local Administrator account.

We cannot reproduce the problem on our Windows Server 2008.
What application do you use to install RMA as service? RMA_CFG.EXE?
Are you sure you have necessary rights?

I had to right-click and "Run as administrator" the rma_cfg utility. That worked.

I verified I was logged in using an enterprise admin account. I still needed the "Run as administrator" to get it to work due to user rights escalation in 2008.
