http link in email

How can i set the http link parameters manually in the email sent by the emailer?

Something like this
<p><a href="http://192.168.1.1/1.html" target="_blank">Test</a></p>

I found that if i use the text format of the email, instead of the HTML one, the link is available, although i cannot set parameters e.g. the frame in which the link will appear. By default, i saw that the html link is activated in a new windows.
In the HTML format of the email, the link is not available at all.

That's question to developers of mail client. My Outlook Express 6.00 shows this link just fine. What mail client do you use?
