First of all thank you for the regional options feature. I use it for more than 10 branches our company. But it not correct works at Good, Bad, Warning or Unknown pages from web-interface.
Remote site time doesn't correct in "Bad tests" pa
You open "Bad test" list for entire test list? Not for specific folder with specific time zone? Then Web Service works correctly

In other words: all test items included into view/report are displayed with the same time zone settings; HostMonitor uses time zone of the selected (parent/current) folder for entire view/report.
For example you create "USA" folder with "New-York" and "Seattle" subfolders (USA -> NewYork; USA -> Seattle) and set GMT -5 for USA and New-York, GMT -8 for Seattle. Then if you generate report for USA including subfolders (New-York and Seattle!), all test items within this report will use GMT -5 time zone. If you generate report for "Seattle" subfolder, test items within this report will use GMT -8 time offset.

Suggestion: Either pick up system time zone settings or have a User account property to include a time zone/gmt offset. That way regional operators/managers will see times adjusted to their current, personal, time zone settings, both in the web interface and associated reports. You might want to include the option of displaying the TZ/GMT used as a variable in your report header/footer as well.
