Hostmon service won't start with error code 7022

Hi.

I set up host mon as a service on a W2K Server in a NT4 domain.
The service account is the local system with communication between service and desktop.
I initiated a check of the spooler service on our PDC and after reboot of the machine the service couldn't start correct with the error code 7022.
Whats wrong?
