Problem with Web-Service: Access to folder for everybody

Hi,

Access to folder for everybody only works on top level and 1st sub level.
Files on 2nd sublevel and deeper are unavailable via file browsing with web browser.
The reason are false created links by web service.
First subdirectory will always display double analog to following sample:

http://hostmonitor/public/sublevel1/sublevel1/sublevel2/report.htm

Access with own links is ok.

Is this normal?
