when i start hostmonitor, loading hostmontior stops with the following error message:
Error: Cannt load user list, unexpected end of file / stream.
the user.lst has 0 Bytes, how is it possible to repair the file? The system was before was going on low disc space. The htm-file is correct, but does`nt load.

If you do not have backup copy of your configuration files, do the following
1) remove users.lst file (only this file!)
2) start Advanced Host Monitor installation program (host-moin.exe), choose "Update/Repair" mode, finish installation
3) start HostMonitor and setup user accounts you need using menu User->Operators

Only 65 Test was loadet (header indicates 478)

What can I say... check your file system for errors and make backup copies next time. I don't know how you can live without backup copies. Have you ever considered hard drive crash (just for example)?
Also you may check for old backup copies made by HostMonitor itself. If your test list named testlist.hml, check for testlist.~hm file. HostMonitor creates this backup when converts file from older to newer format.
Also, everytime when HostMonitor saves changes in HML file, it creates temp file, stores testlist; if file saved without problems it renames it to testlist.hml. So you may check for testlist.tmp file as well.
