Looks like winsock problem, probably caused by some 3rd party software like antivirus monitor, personal firewall or content monitoring software.
Solution: try execute "netsh winsock reset" and reboot the system
You're completely right, "netsh winsock reset" fixed the issue.
Does this "problem" occur often, if so maybe it's a good idea to add the solution to the FAQ?
